4月3日,陕西省政府办公厅发布《陕西省蓝天保卫战2019年工作方案》,通过优化6项政策、打好7场硬仗、强化7项保障措施,设区市细颗粒物(PM2.5)平均浓度下降4%,确保重污染天数明显减少。水泥行业错峰生产日期明确。

为进一步改善全(quan)省空(kong)气(qi)质量,坚决打赢(ying)蓝天保(bao)卫战(zhan),根据《陕西省铁腕治(zhi)霾打赢(ying)蓝天保(bao)卫战(zhan)三(san)年行动方案(2018-2020年)(修订版)》,制(zhi)定(ding)本方案。
一、工作目标
通(tong)过优化6项政策、打好7场硬仗、强化7项保障措施,设区市(shi)细颗(ke)粒物(PM2.5)平(ping)均浓度下降4%,确(que)保重污染天(tian)(tian)数明(ming)显减少(shao),大(da)气环境质量明(ming)显改(gai)善(shan),人民群众蓝天(tian)(tian)幸福感明(ming)显增强。
二、优化6项政策
(一)强化源(yuan)(yuan)头管控。开展全(quan)省(sheng)(sheng)区(qu)域空间生(sheng)态(tai)环(huan)(huan)境(jing)评价工作,完(wan)成以市为单位的生(sheng)态(tai)保(bao)护(hu)红(hong)线(xian)、环(huan)(huan)境(jing)质量底(di)线(xian)、资源(yuan)(yuan)利用上(shang)线(xian)和生(sheng)态(tai)环(huan)(huan)境(jing)准入清单编(bian)制(zhi)工作。(省(sheng)(sheng)生(sheng)态(tai)环(huan)(huan)境(jing)厅牵头,省(sheng)(sheng)发展改革委、省(sheng)(sheng)工业(ye)和信(xin)息化厅、省(sheng)(sheng)自然资源(yuan)(yuan)厅等参与,各市政(zheng)府(fu)负(fu)(fu)(fu)责(ze)落(luo)实。各市政(zheng)府(fu)包(bao)括各设区(qu)市政(zheng)府(fu),韩城市政(zheng)府(fu),杨凌(ling)示范区(qu)、西咸(xian)新区(qu)管委会,以下均(jun)需各市政(zheng)府(fu)负(fu)(fu)(fu)责(ze)落(luo)实,不再(zai)列出(chu);写明(ming)关中(zhong)地区(qu)工作目标任务的需关中(zhong)各市政(zheng)府(fu)负(fu)(fu)(fu)责(ze)落(luo)实,未写明(ming)的需各市政(zheng)府(fu)负(fu)(fu)(fu)责(ze)落(luo)实)
(二(er))严控“两高(gao)”行(xing)业(ye)(ye)产能(neng)。实(shi)施(shi)关(guan)中地区高(gao)耗能(neng)、高(gao)排放行(xing)业(ye)(ye)企业(ye)(ye)退出工作,加快城(cheng)市(shi)建(jian)成区重污染企业(ye)(ye)搬迁改造或关(guan)闭退出,对已明确但逾期未退城(cheng)的企业(ye)(ye)予以(yi)停产。重点压(ya)减水(shui)泥(ni)(不(bu)含粉磨(mo)站)、焦化、石(shi)油化工、煤化工、防水(shui)材料(不(bu)含以(yi)天(tian)然气为燃(ran)料)、陶瓷(不(bu)含以(yi)天(tian)然气为燃(ran)料)、保温(wen)材料(不(bu)含以(yi)天(tian)然气为燃(ran)料)等(deng)行(xing)业(ye)(ye)企业(ye)(ye)产能(neng)。(省工业(ye)(ye)和信息化厅(ting)牵头,省发展改革委、省生态环(huan)境(jing)厅(ting)参与)
(三)因(yin)地制宜实施工(gong)业企业错峰生产(chan)。关(guan)中地区在冬季和夏(xia)季实施错时错峰生产(chan),陕(shan)南、陕(shan)北地区可根据大气环境质(zhi)量改(gai)善要(yao)求,参照执(zhi)行(xing)。(省(sheng)工(gong)业和信息化厅牵头,省(sheng)发展改(gai)革委、省(sheng)生态环境厅、省(sheng)住房城乡建(jian)设厅、省(sheng)交通运(yun)输厅、省(sheng)市(shi)场监管局参与)
关中地区在夏季(6月1日至8月31日),对石油化工、煤化工、焦化、水泥(含特种水泥,不含粉磨站)行业实施限产,对表面涂装(含汽修)、包装印刷行业实施错时生产。(省(sheng)(sheng)工业和信息化厅(ting)牵头,省(sheng)(sheng)发展改革委、省(sheng)(sheng)生(sheng)态环境厅(ting)、省(sheng)(sheng)住房城乡建设厅(ting)、省(sheng)(sheng)交通运输厅(ting)、省(sheng)(sheng)市(shi)场监管局参(can)与(yu))
关中地区在冬防期间(11月15日至来年3月15日),对水泥(含特种水泥,不含粉磨站)、砖瓦窑(不含以天然气为燃料)、陶瓷(不含以天然气为燃料)、石膏板、保温耐火材料、防水材料等建材行业全部实施停产,其他建材行业(不包括建筑材料以外的其他无机非金属材料)限产50%左右(以设计生产能力计);承担居民供暖、协同处置城市垃圾或危险废物等保障重大民生任务的水泥等行业企业,要根据承担任务量核定最大允许生产负荷;钢铁(tie)、铸造(zao)、焦(jiao)化(hua)(hua)、化(hua)(hua)工、有(you)色(se)行(xing)业(ye)(ye)(ye)实(shi)施部(bu)分错(cuo)峰生(sheng)产(chan)(chan),钢铁(tie)、铸造(zao)行(xing)业(ye)(ye)(ye)产(chan)(chan)能限产(chan)(chan)30%左右(you)(以(yi)设(she)计(ji)生(sheng)产(chan)(chan)能力(li)计(ji))。焦(jiao)化(hua)(hua)企(qi)业(ye)(ye)(ye)限产(chan)(chan)30%左右(you),出焦(jiao)时(shi)间延长至36小时(shi)以(yi)上(shang)。化(hua)(hua)工、有(you)色(se)行(xing)业(ye)(ye)(ye)产(chan)(chan)能限产(chan)(chan)20%左右(you)(以(yi)设(she)计(ji)生(sheng)产(chan)(chan)能力(li)核(he)算(suan))。将(jiang)错(cuo)峰生(sheng)产(chan)(chan)方案细化(hua)(hua)到企(qi)业(ye)(ye)(ye)生(sheng)产(chan)(chan)线、工序(xu)和设(she)备,载入(ru)排污许可证(zheng)。(省(sheng)工业(ye)(ye)(ye)和信息化(hua)(hua)厅牵头,省(sheng)发展改革(ge)委、省(sheng)生(sheng)态环(huan)境(jing)厅参与)
对各类污染物不能稳定达标排放、未达到排污许可证管理要求,或未按期完成2018-2019秋冬季大气污染综合治理改造任务的工业企业,采取错峰生产措施。属于《产业结构调整指导目录》限制类的,提高限产比例或实施停产。(省工业和信息(xi)化厅(ting)牵头,省发(fa)展改革委、省生态环境(jing)厅(ting)参与)
(四)加(jia)(jia)大经济政策支持力(li)度(du)(du)。各地要加(jia)(jia)大对蓝天保卫战的财(cai)政支持力(li)度(du)(du)。完善省级(ji)铁腕治霾奖(jiang)补办法,加(jia)(jia)快(kuai)推进冬(dong)季清洁(jie)取(qu)暖工作(zuo)。指导关(guan)中(zhong)地区更多城市(shi)争(zheng)取(qu)纳入国家北方地区冬(dong)季清洁(jie)取(qu)暖试点城市(shi)范围。(省财(cai)政厅牵(qian)头,省发展(zhan)改革委、省生态环境厅等参(can)与)
按照(zhao)“奖(jiang)优(you)罚劣”的(de)原则,建立(li)大气(qi)(qi)污(wu)染(ran)防治专项(xiang)(xiang)资金安排与(yu)地方环境空气(qi)(qi)质(zhi)量改善绩效联(lian)动(dong)(dong)机(ji)(ji)(ji)制(zhi),调动(dong)(dong)地方政(zheng)府治理(li)(li)(li)大气(qi)(qi)污(wu)染(ran)的(de)积(ji)极性。统筹相关专项(xiang)(xiang)资金,支(zhi)(zhi)持(chi)大气(qi)(qi)污(wu)染(ran)重点治理(li)(li)(li)任务。完善并落实(shi)(shi)《陕西(xi)省(sheng)(sheng)(sheng)环境空气(qi)(qi)质(zhi)量生态补(bu)偿实(shi)(shi)施办法》。健全(quan)(quan)环保信用(yong)(yong)评价(jia)(jia)(jia)制(zhi)度(du),实(shi)(shi)施跨部门联(lian)合(he)奖(jiang)惩。加(jia)(jia)快推进(jin)全(quan)(quan)省(sheng)(sheng)(sheng)储(chu)气(qi)(qi)调峰设施建设。健全(quan)(quan)供(gong)热(re)价(jia)(jia)(jia)格(ge)(ge)机(ji)(ji)(ji)制(zhi),合(he)理(li)(li)(li)制(zhi)定清洁取暖(nuan)价(jia)(jia)(jia)格(ge)(ge),落实(shi)(shi)燃(ran)煤电(dian)厂超低排放环保电(dian)价(jia)(jia)(jia),全(quan)(quan)面清理(li)(li)(li)取消(xiao)对高(gao)耗能行(xing)业(ye)(ye)的(de)优(you)待(dai)类电(dian)价(jia)(jia)(jia)以及其他(ta)不合(he)理(li)(li)(li)价(jia)(jia)(jia)格(ge)(ge)优(you)惠政(zheng)策(ce)。建立(li)高(gao)污(wu)染(ran)、高(gao)耗能、低产出企(qi)业(ye)(ye)执行(xing)差别(bie)化电(dian)价(jia)(jia)(jia)、水价(jia)(jia)(jia)政(zheng)策(ce)的(de)动(dong)(dong)态调整机(ji)(ji)(ji)制(zhi),大幅(fu)提高(gao)限制(zhi)类、淘汰类企(qi)业(ye)(ye)电(dian)价(jia)(jia)(jia),支(zhi)(zhi)持(chi)各地进(jin)一步提高(gao)加(jia)(jia)价(jia)(jia)(jia)幅(fu)度(du)。研究制(zhi)定“散乱污(wu)”工业(ye)(ye)企(qi)业(ye)(ye)综(zong)合(he)整治和清洁化改造激励政(zheng)策(ce)。进(jin)一步完善货运(yun)价(jia)(jia)(jia)格(ge)(ge)市(shi)场(chang)化运(yun)行(xing)机(ji)(ji)(ji)制(zhi),科学规范两端费用(yong)(yong)。大力支(zhi)(zhi)持(chi)港口和机(ji)(ji)(ji)场(chang)岸基(ji)供(gong)电(dian),降低岸电(dian)运(yun)营商(shang)用(yong)(yong)电(dian)成本。支(zhi)(zhi)持(chi)车船和作业(ye)(ye)机(ji)(ji)(ji)械使用(yong)(yong)清洁能源(yuan)(yuan)。落实(shi)(shi)国家(jia)生物质(zhi)发电(dian)价(jia)(jia)(jia)格(ge)(ge)政(zheng)策(ce),支(zhi)(zhi)持(chi)对秸秆等生物质(zhi)资源(yuan)(yuan)进(jin)行(xing)消(xiao)纳处置。(省(sheng)(sheng)(sheng)发展改革委牵头,省(sheng)(sheng)(sheng)财政(zheng)厅(ting)、省(sheng)(sheng)(sheng)生态环境厅(ting)、省(sheng)(sheng)(sheng)交通(tong)运(yun)输厅(ting)、省(sheng)(sheng)(sheng)农业(ye)(ye)农村厅(ting)、中铁西(xi)安局集团(tuan)公司(si)等参与(yu))
加大税(shui)(shui)收(shou)政(zheng)策支持力(li)度。严格落实购(gou)置环境(jing)保护(hu)专用设(she)备企业(ye)所得税(shui)(shui)抵免优惠政(zheng)策。对(dui)符合条件的新能(neng)源(yuan)汽(qi)车免征(zheng)车辆购(gou)置税(shui)(shui),继续实施节(jie)能(neng)、新能(neng)源(yuan)车船(chuan)减免车船(chuan)税(shui)(shui)政(zheng)策。大力(li)推行(xing)政(zheng)府绿(lv)色采购(gou)。(省财(cai)政(zheng)厅(ting)牵头,省工业(ye)和(he)信息化厅(ting)、省生态环境(jing)厅(ting)、省交通运输厅(ting)、陕西省税(shui)(shui)务局等参(can)与(yu))
(五)加强(qiang)重点(dian)区域联(lian)(lian)防联(lian)(lian)控。建(jian)设大气(qi)(qi)污(wu)染(ran)防治工作统一调度(du)信息(xi)平(ping)台(tai),建(jian)成国(guo)家环(huan)境(jing)(jing)空气(qi)(qi)质(zhi)量西北区域预(yu)(yu)(yu)(yu)(yu)(yu)测预(yu)(yu)(yu)(yu)(yu)(yu)报(bao)(bao)中(zhong)(zhong)心(xin),实(shi)现(xian)7-10天(tian)预(yu)(yu)(yu)(yu)(yu)(yu)报(bao)(bao)能力(li),省级预(yu)(yu)(yu)(yu)(yu)(yu)报(bao)(bao)中(zhong)(zhong)心(xin)实(shi)现(xian)以城市为单位的7天(tian)预(yu)(yu)(yu)(yu)(yu)(yu)报(bao)(bao)能力(li)。当(dang)预(yu)(yu)(yu)(yu)(yu)(yu)测到区域将出现(xian)大范围重污(wu)染(ran)天(tian)气(qi)(qi)时(shi),统一发(fa)布预(yu)(yu)(yu)(yu)(yu)(yu)警(jing)信息(xi),各相关城市按级别启动应(ying)急(ji)响应(ying)措施,实(shi)施区域应(ying)急(ji)联(lian)(lian)动。强(qiang)化生态(tai)环(huan)境(jing)(jing)、气(qi)(qi)象等多部门(men)联(lian)(lian)动,完善重污(wu)染(ran)天(tian)气(qi)(qi)预(yu)(yu)(yu)(yu)(yu)(yu)报(bao)(bao)会商流(liu)程,适时(shi)开展(zhan)人(ren)工影响天(tian)气(qi)(qi)作业(ye),不(bu)断提高预(yu)(yu)(yu)(yu)(yu)(yu)报(bao)(bao)预(yu)(yu)(yu)(yu)(yu)(yu)警(jing)准确(que)度(du),及时(shi)科学应(ying)对重污(wu)染(ran)天(tian)气(qi)(qi)。(省生态(tai)环(huan)境(jing)(jing)厅牵头,省气(qi)(qi)象局(ju)等参(can)与)
(六)控制农(nong)(nong)业源氨(an)排(pai)放。增(zeng)加有机(ji)肥使用(yong)(yong)量,实(shi)现(xian)化(hua)肥农(nong)(nong)药使用(yong)(yong)量零增(zeng)长。提(ti)高化(hua)肥利(li)用(yong)(yong)率,强化(hua)畜禽粪(fen)污资源化(hua)利(li)用(yong)(yong),改善养殖场通(tong)风环境(jing),提(ti)高畜禽粪(fen)污综合(he)利(li)用(yong)(yong)率,减少氨(an)挥发排(pai)放。(省农(nong)(nong)业农(nong)(nong)村(cun)厅(ting)牵头,省生态环境(jing)厅(ting)等参与)
三(san)、打(da)好7场(chang)硬仗
(一(yi))打好结构调整(zheng)硬仗。
1.加(jia)(jia)大(da)落后产(chan)能(neng)淘(tao)汰(tai)和过(guo)剩产(chan)能(neng)压减力(li)度(du)。按照《关(guan)(guan)(guan)于转发(fa)国家十六部委(wei)〈关(guan)(guan)(guan)于利用综合标(biao)准依(yi)法(fa)(fa)依(yi)规推动落后产(chan)能(neng)退(tui)出的指导意(yi)见〉的通知》要求,依(yi)法(fa)(fa)依(yi)规关(guan)(guan)(guan)停退(tui)出一批能(neng)耗、环保(bao)、安(an)全、技术不(bu)达标(biao)和生产(chan)不(bu)合格(ge)产(chan)品(pin)或淘(tao)汰(tai)产(chan)能(neng)。关(guan)(guan)(guan)中(zhong)地区依(yi)法(fa)(fa)依(yi)规加(jia)(jia)大(da)独立焦化(hua)企(qi)业(ye)淘(tao)汰(tai)力(li)度(du),严防“地条(tiao)钢”死灰复燃。(省(sheng)(sheng)工业(ye)和信(xin)息化(hua)厅(ting)、省(sheng)(sheng)发(fa)展(zhan)改革委(wei)牵(qian)头,省(sheng)(sheng)财政(zheng)厅(ting)、省(sheng)(sheng)生态(tai)环境(jing)厅(ting)、省(sheng)(sheng)应急厅(ting)、省(sheng)(sheng)市场监管局等参与)
2.强化“散(san)乱(luan)(luan)污”工(gong)(gong)业(ye)(ye)企(qi)(qi)业(ye)(ye)综合整(zheng)(zheng)(zheng)治(zhi)。年底前,关中地(di)区基本完(wan)成(cheng)“散(san)乱(luan)(luan)污”工(gong)(gong)业(ye)(ye)企(qi)(qi)业(ye)(ye)及集群综合整(zheng)(zheng)(zheng)治(zhi)。完(wan)成(cheng)已(yi)排(pai)(pai)查(cha)出(chu)但尚(shang)未完(wan)成(cheng)整(zheng)(zheng)(zheng)治(zhi)的(de)“散(san)乱(luan)(luan)污”工(gong)(gong)业(ye)(ye)企(qi)(qi)业(ye)(ye)综合整(zheng)(zheng)(zheng)治(zhi)。继(ji)续(xu)开展拉网式排(pai)(pai)查(cha),以(yi)四级网格为依托,聚焦规模(mo)以(yi)下工(gong)(gong)业(ye)(ye)企(qi)(qi)业(ye)(ye),落实(shi)“散(san)乱(luan)(luan)污”工(gong)(gong)业(ye)(ye)企(qi)(qi)业(ye)(ye)排(pai)(pai)查(cha)、综合整(zheng)(zheng)(zheng)治(zhi)和监管(guan)责任,不断完(wan)善“散(san)乱(luan)(luan)污”工(gong)(gong)业(ye)(ye)企(qi)(qi)业(ye)(ye)动态管(guan)理机(ji)制,以(yi)“污”为主实(shi)施综合整(zheng)(zheng)(zheng)治(zhi),发现一户,整(zheng)(zheng)(zheng)治(zhi)一户,坚决杜绝“散(san)乱(luan)(luan)污”工(gong)(gong)业(ye)(ye)企(qi)(qi)业(ye)(ye)项目建(jian)设和已(yi)取缔的(de)“散(san)乱(luan)(luan)污”工(gong)(gong)业(ye)(ye)企(qi)(qi)业(ye)(ye)异地(di)迁移、死灰(hui)复燃。(省工(gong)(gong)业(ye)(ye)和信息化厅(ting)(ting)牵头,省发展改革(ge)委、省自然资源(yuan)厅(ting)(ting)、省生(sheng)态环境(jing)厅(ting)(ting)、省应急厅(ting)(ting)、省市场监管(guan)局等参与)
(二)打好工(gong)业污染(ran)治理硬仗。
3.深化工(gong)业(ye)(ye)(ye)污染治(zhi)理。严格落实(shi)(shi)《陕西省工(gong)业(ye)(ye)(ye)污染源(yuan)全(quan)面(mian)达(da)(da)标排(pai)放计划(hua)实(shi)(shi)施(shi)方(fang)案(2017-2020年)》,持续(xu)推进(jin)涉(she)气工(gong)业(ye)(ye)(ye)污染源(yuan)全(quan)面(mian)达(da)(da)标。重(zhong)点(dian)涉(she)气工(gong)业(ye)(ye)(ye)污染源(yuan)全(quan)部安装烟气在线监控(kong)设施(shi),将烟气在线监测数据(ju)作为执法依据(ju),加(jia)大超标排(pai)放处(chu)罚和(he)联(lian)合惩戒力度,未达(da)(da)标排(pai)放的(de)企业(ye)(ye)(ye)依法停产整(zheng)治(zhi)。鼓励采取购买服务的(de)方(fang)式(shi),引入第三方(fang)社会化专业(ye)(ye)(ye)机(ji)构开展(zhan)监测和(he)污染防治(zhi)设施(shi)运营管理。完(wan)成全(quan)省重(zhong)点(dian)行业(ye)(ye)(ye)涉(she)气污染源(yuan)企业(ye)(ye)(ye)排(pai)污许可(ke)证核发(fa)。(省生态环境厅牵头)
4.推进重点行业污染治理升级改造。关中地区水泥、焦化、钢铁、有色、玻璃、陶瓷、砖瓦等行业执行新修订的《关中地区重点行业大气污染排放标准》。火电企业按照(zhao)新修订的《锅炉(lu)大气污染(ran)物(wu)排(pai)放(fang)(fang)(fang)标准》完成(cheng)石膏(gao)雨(yu)、有色(se)烟(yan)羽治理。推(tui)进钢铁企业实施(shi)超低排(pai)放(fang)(fang)(fang)改(gai)造。关中地(di)区(qu)城市建(jian)成(cheng)区(qu)内(nei)焦炉(lu)实施(shi)炉(lu)体加罩(zhao)封闭,对(dui)废(fei)(fei)气进行收集(ji)处理。强化工(gong)(gong)业企业无组(zu)织(zhi)排(pai)放(fang)(fang)(fang)管控。建(jian)立钢铁、建(jian)材、有色(se)、火电、焦化、铸造等重点行业及燃煤锅炉(lu)无组(zu)织(zhi)排(pai)放(fang)(fang)(fang)管理台账,对(dui)物(wu)料(含废(fei)(fei)渣)运(yun)输、装卸、储(chu)存、转移和(he)工(gong)(gong)艺过程等无组(zu)织(zhi)排(pai)放(fang)(fang)(fang)实施(shi)深度治理。(省(sheng)生态环境厅(ting)牵头(tou),省(sheng)发展改(gai)革委、省(sheng)工(gong)(gong)业和(he)信(xin)息化厅(ting)参与)
5.开展工业炉窑治理专项行动。各市要以钢铁、有色、建材、焦化、化工等行业为重点,进一步加大工业炉窑的排查力度,完善各类工业炉窑管理清单和综合整治实施方案,按照“淘汰一批,替代一批,治理一批”的原则,推进工业炉窑结构升级和污染减排。关中地区取缔燃煤热风炉,基本淘汰热电联产供热管网覆盖范围内的燃煤加热、烘干炉(窑)。淘(tao)汰炉(lu)膛直径3米以下燃料(liao)类煤气发(fa)生炉(lu),加大化(hua)(hua)肥行业(ye)(ye)固(gu)定床间(jian)歇(xie)式煤气化(hua)(hua)炉(lu)整改力度。集中使用煤气发(fa)生炉(lu),暂不(bu)具备改用天然气条件的(de)工(gong)业(ye)(ye)园(yuan)区,原(yuan)则上应建设统一的(de)洁(jie)净煤制气中心,禁止(zhi)掺烧高硫石油焦。将(jiang)工(gong)业(ye)(ye)炉(lu)窑治理作为环(huan)保强(qiang)化(hua)(hua)督查重点任务,凡未列入清(qing)单的(de)工(gong)业(ye)(ye)炉(lu)窑均纳入秋冬季错峰生产方(fang)案。(省(sheng)生态环(huan)境厅牵头,省(sheng)发(fa)展改革(ge)委(wei)、省(sheng)工(gong)业(ye)(ye)和(he)信息(xi)化(hua)(hua)厅、省(sheng)市(shi)场监(jian)管局等参(can)与)
6.实施VOCs专(zhuan)项(xiang)整(zheng)(zheng)治。各(ge)市(shi)加(jia)快推进(jin)石化(hua)(hua)、化(hua)(hua)工(gong)(gong)、工(gong)(gong)业(ye)(ye)涂(tu)(tu)装、包装印(yin)刷、家具、电子制造、工(gong)(gong)程机械制造等重点(dian)行(xing)(xing)业(ye)(ye)VOCs的(de)整(zheng)(zheng)治工(gong)(gong)作。在煤(mei)(mei)化(hua)(hua)工(gong)(gong)行(xing)(xing)业(ye)(ye)开(kai)展泄漏检测(ce)与(yu)修复(fu)。关中(zhong)(zhong)地区禁止建设生产和(he)使用高(gao)VOCs含量的(de)溶(rong)剂(ji)型涂(tu)(tu)料、油(you)墨、胶粘(zhan)剂(ji)等项(xiang)目,关中(zhong)(zhong)地区各(ge)市(shi)应(ying)每半(ban)年对VOCs排放(fang)重点(dian)行(xing)(xing)业(ye)(ye)企(qi)(qi)业(ye)(ye)和(he)重点(dian)工(gong)(gong)业(ye)(ye)园区进(jin)行(xing)(xing)1次VOCs排放(fang)监(jian)(jian)(jian)测(ce)及空气质(zhi)量监(jian)(jian)(jian)测(ce),夏季应(ying)加(jia)密监(jian)(jian)(jian)测(ce)频次,同时(shi)对石化(hua)(hua)、煤(mei)(mei)化(hua)(hua)工(gong)(gong)企(qi)(qi)业(ye)(ye)和(he)大型储油(you)场采用走航车监(jian)(jian)(jian)测(ce),及时(shi)发现VOCs排放(fang)的(de)关键(jian)环节(jie)和(he)时(shi)间(jian)节(jie)点(dian)。开(kai)展VOCs排放(fang)整(zheng)(zheng)治专(zhuan)项(xiang)执(zhi)法(fa)行(xing)(xing)动,严(yan)厉打击违法(fa)排污行(xing)(xing)为,公(gong)布(bu)违法(fa)企(qi)(qi)业(ye)(ye)名单,实行(xing)(xing)联合惩戒。扶(fu)持(chi)培育VOCs治理和(he)服务专(zhuan)业(ye)(ye)化(hua)(hua)规模化(hua)(hua)龙头(tou)企(qi)(qi)业(ye)(ye)。(省生态(tai)环境厅牵头(tou),省发展改革(ge)委、省工(gong)(gong)业(ye)(ye)和(he)信息(xi)化(hua)(hua)厅、省商务厅、省市(shi)场监(jian)(jian)(jian)管局(ju)等参与(yu))
(三)打好煤炭管控(kong)硬仗。
7.加强高(gao)污(wu)染(ran)(ran)燃(ran)(ran)料(liao)禁(jin)燃(ran)(ran)区(qu)管理。各地(di)禁(jin)止(zhi)在高(gao)污(wu)染(ran)(ran)燃(ran)(ran)料(liao)禁(jin)燃(ran)(ran)区(qu)内销售、燃(ran)(ran)用高(gao)污(wu)染(ran)(ran)燃(ran)(ran)料(liao),禁(jin)止(zhi)新建、扩建燃(ran)(ran)用高(gao)污(wu)染(ran)(ran)燃(ran)(ran)料(liao)的(de)设施,已建成的(de)应当在规定(ding)的(de)期限内改用电、天然气、液化石油气或者(zhe)其他(ta)清洁能(neng)源。
8.控制关中(zhong)地(di)区(qu)(qu)煤(mei)炭(tan)(tan)消费(fei)总量(liang)(liang)。关中(zhong)地(di)区(qu)(qu)煤(mei)炭(tan)(tan)消费(fei)实(shi)现负(fu)增(zeng)长,继续推进清洁(jie)能源替代燃(ran)煤(mei)和燃(ran)油,新建耗(hao)煤(mei)项目实(shi)行(xing)煤(mei)炭(tan)(tan)减(jian)量(liang)(liang)替代。按(an)照煤(mei)炭(tan)(tan)集(ji)中(zhong)使用、清洁(jie)利用的(de)原则,重点削减(jian)非电(dian)力用煤(mei),提高电(dian)力用煤(mei)比例,推进实(shi)施《关中(zhong)地(di)区(qu)(qu)热电(dian)联产运行(xing)管理办(ban)法(试行(xing))》。(省发展改革委牵头)
9.开展燃(ran)(ran)煤(mei)(mei)(mei)(mei)(mei)锅(guo)炉(lu)(lu)(lu)(lu)(lu)(lu)综合整治。全省不(bu)再新建(jian)35蒸(zheng)吨(dun)/时以(yi)下(xia)的(de)燃(ran)(ran)煤(mei)(mei)(mei)(mei)(mei)锅(guo)炉(lu)(lu)(lu)(lu)(lu)(lu)。加大(da)对(dui)燃(ran)(ran)煤(mei)(mei)(mei)(mei)(mei)小锅(guo)炉(lu)(lu)(lu)(lu)(lu)(lu)及茶(cha)水炉(lu)(lu)(lu)(lu)(lu)(lu)、经(jing)营性炉(lu)(lu)(lu)(lu)(lu)(lu)灶、储粮(liang)烘干设备等燃(ran)(ran)煤(mei)(mei)(mei)(mei)(mei)设施(shi)淘汰力度,陕(shan)南、陕(shan)北地(di)(di)区县(xian)级(ji)及以(yi)上城(cheng)市(shi)建(jian)成区基本淘汰10蒸(zheng)吨(dun)/时及以(yi)下(xia)燃(ran)(ran)煤(mei)(mei)(mei)(mei)(mei)锅(guo)炉(lu)(lu)(lu)(lu)(lu)(lu)。关中(zhong)地(di)(di)区对(dui)已(yi)排查出的(de)35蒸(zheng)吨(dun)/时以(yi)下(xia)燃(ran)(ran)煤(mei)(mei)(mei)(mei)(mei)锅(guo)炉(lu)(lu)(lu)(lu)(lu)(lu)(20蒸(zheng)吨(dun)/时及以(yi)上已(yi)完(wan)(wan)成超低(di)排放改造的(de)除外),9月底(di)前基本完(wan)(wan)成80%的(de)拆除或实(shi)行清(qing)洁能源改造任务,年底(di)前全部完(wan)(wan)成。新排查出属于拆改范围内的(de)燃(ran)(ran)煤(mei)(mei)(mei)(mei)(mei)锅(guo)炉(lu)(lu)(lu)(lu)(lu)(lu),发现一(yi)台拆改一(yi)台。加大(da)燃(ran)(ran)煤(mei)(mei)(mei)(mei)(mei)、燃(ran)(ran)气(qi)、燃(ran)(ran)油、生物(wu)质锅(guo)炉(lu)(lu)(lu)(lu)(lu)(lu)改造力度,各(ge)项污(wu)染物(wu)执行新修(xiu)订的(de)《锅(guo)炉(lu)(lu)(lu)(lu)(lu)(lu)大(da)气(qi)污(wu)染物(wu)排放标准(zhun)》。完(wan)(wan)成关中(zhong)地(di)(di)区现有燃(ran)(ran)气(qi)锅(guo)炉(lu)(lu)(lu)(lu)(lu)(lu)低(di)氮燃(ran)(ran)烧改造。(省生态环境厅(ting)牵头,省发展改革委、省工业(ye)和信息化厅(ting)、省住(zhu)房城(cheng)乡建(jian)设厅(ting)、省市(shi)场监管局等参与)

10.提高清洁(jie)取(qu)暖率(lv)。年底前(qian),关中地区(qu)(qu)城(cheng)(cheng)市(shi)城(cheng)(cheng)区(qu)(qu)清洁(jie)取(qu)暖率(lv)达到(dao)90%以(yi)上(shang)(shang),县(xian)城(cheng)(cheng)和城(cheng)(cheng)乡(xiang)接(jie)合部(bu)达到(dao)70%以(yi)上(shang)(shang),农村(cun)地区(qu)(qu)达到(dao)40%以(yi)上(shang)(shang)。陕北地区(qu)(qu)城(cheng)(cheng)市(shi)城(cheng)(cheng)区(qu)(qu)、县(xian)城(cheng)(cheng)和城(cheng)(cheng)乡(xiang)接(jie)合部(bu)清洁(jie)取(qu)暖率(lv)达到(dao)60%以(yi)上(shang)(shang),农村(cun)地区(qu)(qu)达到(dao)20%以(yi)上(shang)(shang)。(省(sheng)发展改革委牵(qian)头)
11.积极(ji)发(fa)展(zhan)地热(re)能(neng)。关中地区具(ju)备(bei)条件(jian)的新(xin)建建筑积极(ji)采用地热(re)能(neng)供暖(nuan),西安(an)市和西咸(xian)新(xin)区具(ju)备(bei)条件(jian)的新(xin)建建筑全(quan)部采用地热(re)能(neng)。新(xin)建单体(ti)建筑面积2万平方米以上,有集(ji)中供暖(nuan)制冷需求的,应采用地热(re)能(neng)供暖(nuan)制冷。(省(sheng)发(fa)展(zhan)改革委(wei)牵头)
12.深入(ru)推(tui)进(jin)散(san)煤(mei)(mei)(mei)治理(li)。按照以(yi)(yi)气(qi)(qi)定改(gai)、以(yi)(yi)供(gong)定需、先立后破的原则(ze),统筹兼(jian)顾温暖过冬(dong)与(yu)清(qing)洁(jie)取(qu)暖。继续在关中地区(qu)(qu)整村推(tui)进(jin)农(nong)村居民生(sheng)活(huo)、农(nong)业生(sheng)产、商(shang)业活(huo)动燃煤(mei)(mei)(mei)(薪(xin))的清(qing)洁(jie)能(neng)(neng)源(yuan)替代(dai),采取(qu)以(yi)(yi)电(dian)代(dai)煤(mei)(mei)(mei)、以(yi)(yi)气(qi)(qi)代(dai)煤(mei)(mei)(mei),以(yi)(yi)及地热能(neng)(neng)、生(sheng)物(wu)质能(neng)(neng)、风能(neng)(neng)和太阳能(neng)(neng)等(deng)清(qing)洁(jie)能(neng)(neng)源(yuan)替代(dai)。坚(jian)持从实际出发,宜电(dian)则(ze)电(dian)、宜气(qi)(qi)则(ze)气(qi)(qi)、宜热则(ze)热、宜煤(mei)(mei)(mei)则(ze)煤(mei)(mei)(mei),深入(ru)推(tui)进(jin)散(san)煤(mei)(mei)(mei)治理(li)。5月底前,关中地区(qu)(qu)完成农(nong)村散(san)煤(mei)(mei)(mei)治理(li)定村确(que)户清(qing)单,暂未落实以(yi)(yi)电(dian)代(dai)煤(mei)(mei)(mei)、以(yi)(yi)气(qi)(qi)代(dai)煤(mei)(mei)(mei)和集(ji)中供(gong)热区(qu)(qu)域外的居民,使(shi)用(yong)(yong)洁(jie)净煤(mei)(mei)(mei)+民用(yong)(yong)高(gao)效洁(jie)净煤(mei)(mei)(mei)炉(lu)(lu)具或(huo)兰炭(tan)+兰炭(tan)专用(yong)(yong)炉(lu)(lu)具。(省发展改(gai)革(ge)委牵头)
组织开展散煤治理专项检查(cha)行动,确保生产(chan)、流通、使用的洁净煤符合标准(zhun)。以洁净煤生产(chan)、销售环节(jie)为(wei)重点,采暖期每月(yue)组织开展洁净煤煤质专项检查(cha),实(shi)现城乡集中售煤点煤质监督抽查(cha)的全覆盖,依法严厉打击销售劣质煤行为(wei)。(省(sheng)市场监管局(ju)牵头)
13.对关中(zhong)地区(qu)火电企(qi)业进行改造。建成陕北至(zhi)关中(zhong)第二条750千伏线路(lu)通道,在保(bao)障电力系统(tong)安全稳定(ding)运行的前提(ti)下,关中(zhong)地区(qu)新增用电量(liang)主要依靠区(qu)域内非化石能(neng)源发(fa)电和外送电满(man)足。(省发(fa)展改革委牵(qian)头)

14.优(you)化热(re)(re)源点规划布局。禁(jin)止新建燃煤集中供热(re)(re)站。推(tui)动热(re)(re)电联产富余热(re)(re)能向合理半径延(yan)伸,覆(fu)盖(gai)区(qu)域内的(de)燃煤集中供热(re)(re)站全部退出,覆(fu)盖(gai)区(qu)域外统筹布局天(tian)然气、电、地热(re)(re)、生物(wu)质等清洁能源取暖措(cuo)施。(省(sheng)发展改革委牵头(tou))

21.加强非(fei)道(dao)路(lu)移动(dong)机械污染防治。关中地区(qu)在用(yong)工程机械,凡(fan)达不到《非(fei)道(dao)路(lu)柴(chai)油移动(dong)机械排气(qi)烟度(du)限值(zhi)及(ji)(ji)测量方法》(GB36886—2018)规定的(de)(de)Ⅲ类限值(zhi)标准的(de)(de),6月1日起禁止在各(ge)市建成区(qu)内(nei)(nei)使用(yong),10月1日起禁止在各(ge)市行政区(qu)域内(nei)(nei)使用(yong)。陕(shan)(shan)北、陕(shan)(shan)南(nan)地区(qu)各(ge)市于2019年(nian)底前,依(yi)法划(hua)定并公(gong)布禁止使用(yong)高排放非(fei)道(dao)路(lu)移动(dong)机械的(de)(de)区(qu)域,2020年(nian)6月1日前,凡(fan)达不到《非(fei)道(dao)路(lu)柴(chai)油移动(dong)机械排气(qi)烟度(du)限值(zhi)及(ji)(ji)测量方法》(GB36886—2018)规定的(de)(de)Ⅲ类限值(zhi)标准的(de)(de)在用(yong)工程机械,禁止在划(hua)定的(de)(de)区(qu)域内(nei)(nei)使用(yong)。
关(guan)中地(di)区于2019年(nian)10月底(di)前,陕(shan)北(bei)、陕(shan)南(nan)地(di)区于2019年(nian)12月底(di)前,完成非道路移动机械(xie)编码登记工作。
秋冬季期间,各市重点加强对划(hua)定区域(yu)内作(zuo)业工程(cheng)机械(xie)的(de)监督检(jian)查(cha)(cha),每(mei)月抽查(cha)(cha)率(lv)达到50%以上(shang),禁(jin)止超标(biao)排(pai)放工程(cheng)机械(xie)使用。
(六)打好扬尘污染治理硬仗。
22.严(yan)格(ge)施(shi)(shi)工(gong)(gong)(gong)(gong)扬(yang)尘监管(guan)(guan)(guan)。各市(shi)(shi)建(jian)(jian)立施(shi)(shi)工(gong)(gong)(gong)(gong)工(gong)(gong)(gong)(gong)地(di)(di)动态管(guan)(guan)(guan)理(li)清单(dan)。建(jian)(jian)筑工(gong)(gong)(gong)(gong)地(di)(di)严(yan)格(ge)执行(xing)工(gong)(gong)(gong)(gong)地(di)(di)周边围挡(dang)、物料(liao)堆放(fang)覆盖、土(tu)方(fang)开挖湿法(fa)作业、路面硬化(hua)、出入(ru)车辆清洗、渣土(tu)车辆密(mi)闭(bi)运输(shu)(shu)“六个百分之百”要(yao)求;5000平方(fang)米及以上土(tu)石方(fang)建(jian)(jian)筑工(gong)(gong)(gong)(gong)地(di)(di)全部安装在线监测(ce)和(he)视频监控并与当地(di)(di)有关(guan)主管(guan)(guan)(guan)部门(men)联网,施(shi)(shi)工(gong)(gong)(gong)(gong)场(chang)内(nei)非道(dao)路移(yi)动机械符合国三(san)标(biao)准。严(yan)格(ge)渣土(tu)车运输(shu)(shu)车辆规范(fan)(fan)化(hua)管(guan)(guan)(guan)理(li),渣土(tu)运输(shu)(shu)车要(yao)密(mi)闭(bi)并符合现行(xing)在用车排放(fang)标(biao)准,实行(xing)错时运输(shu)(shu),划定避让区域。各市(shi)(shi)施(shi)(shi)工(gong)(gong)(gong)(gong)工(gong)(gong)(gong)(gong)地(di)(di)扬(yang)尘污染防治(zhi)纳入(ru)“文(wen)明施(shi)(shi)工(gong)(gong)(gong)(gong)”管(guan)(guan)(guan)理(li)范(fan)(fan)畴(chou),将(jiang)扬(yang)尘管(guan)(guan)(guan)理(li)不(bu)到位的(de)不(bu)良信息纳入(ru)建(jian)(jian)筑市(shi)(shi)场(chang)信用管(guan)(guan)(guan)理(li)体系。污染环(huan)境情节严(yan)重的(de)单(dan)位,列(lie)入(ru)建(jian)(jian)筑市(shi)(shi)场(chang)主体“黑(hei)名(ming)单(dan)”。(省住房城(cheng)乡建(jian)(jian)设厅牵头,省公安厅参(can)与)
23.控制道(dao)(dao)(dao)路(lu)(lu)扬(yang)尘(chen)污(wu)染。按照(zhao)“海(hai)绵城(cheng)(cheng)市”理念新(xin)建(jian)、改(gai)建(jian)城(cheng)(cheng)市道(dao)(dao)(dao)路(lu)(lu)。严(yan)格道(dao)(dao)(dao)路(lu)(lu)保(bao)(bao)洁(jie)作(zuo)业标准,实行机械化(hua)清扫、精细(xi)化(hua)保(bao)(bao)洁(jie)、地毯式吸尘(chen)、定时段清洗、全方位(wei)洒水的“五位(wei)一体”作(zuo)业模式,从(cong)源头(tou)上(shang)防(fang)止道(dao)(dao)(dao)路(lu)(lu)扬(yang)尘(chen)。大力推进(jin)道(dao)(dao)(dao)路(lu)(lu)清扫保(bao)(bao)洁(jie)机械化(hua)作(zuo)业,提高道(dao)(dao)(dao)路(lu)(lu)机械化(hua)清扫率,关中地区各市城(cheng)(cheng)市建(jian)成区达到(dao)70%以上(shang),县(xian)城(cheng)(cheng)达到(dao)60%以上(shang)。加强对城(cheng)(cheng)乡接合部、城(cheng)(cheng)中村(cun)、背街小巷等重(zhong)点(dian)部位(wei)的治(zhi)理,减少道(dao)(dao)(dao)路(lu)(lu)扬(yang)尘(chen)污(wu)染。(省住房城(cheng)(cheng)乡建(jian)设(she)厅(ting)牵(qian)头(tou))
实施重点区域降尘(chen)(chen)(chen)考(kao)核,关中地(di)区各市平均(jun)降尘(chen)(chen)(chen)量(liang)不得高于(yu)9吨/月(yue)·平方公里,沙尘(chen)(chen)(chen)暴(bao)影响大的月(yue)份平均(jun)降尘(chen)(chen)(chen)量(liang)不得高于(yu)12吨/月(yue)·平方公里。(省生态环境厅牵头)
24.加(jia)强(qiang)采(cai)暖(nuan)期施工(gong)(gong)(gong)监管。采(cai)暖(nuan)期间,关中(zhong)(zhong)地(di)(di)(di)区(qu)各市(shi)、县(区(qu))的中(zhong)(zhong)心城(cheng)区(qu)(由(you)当(dang)地(di)(di)(di)政府划定,报市(shi)政府备案(an))除地(di)(di)(di)铁(含轻轨)项(xiang)目(mu)、城(cheng)际铁路项(xiang)目(mu)、市(shi)政抢(qiang)修(xiu)和(he)(he)抢(qiang)险工(gong)(gong)(gong)程外(wai)的建筑工(gong)(gong)(gong)地(di)(di)(di)禁止(zhi)出土(tu)、拆迁、倒土(tu)等(deng)土(tu)石方(fang)作业(ye)。涉及土(tu)石方(fang)作业(ye)的重(zhong)大民生(sheng)工(gong)(gong)(gong)程和(he)(he)重(zhong)点项(xiang)目(mu)确需施工(gong)(gong)(gong)应(ying)提前一个(ge)月向所在地(di)(di)(di)生(sheng)态环(huan)境(jing)部(bu)(bu)门(men)报送扬(yang)尘管控和(he)(he)环(huan)境(jing)保护措施,经(jing)所在地(di)(di)(di)生(sheng)态环(huan)境(jing)部(bu)(bu)门(men)审核(he)并报项(xiang)目(mu)所在地(di)(di)(di)政府批准后方(fang)可施工(gong)(gong)(gong)。对采(cai)暖(nuan)期施工(gong)(gong)(gong)的工(gong)(gong)(gong)地(di)(di)(di),建设主管部(bu)(bu)门(men)要严格监管,对达(da)不(bu)到(dao)扬(yang)尘管控要求(qiu)、环(huan)境(jing)保护措施不(bu)到(dao)位或有扬(yang)尘违(wei)法(fa)违(wei)规问题的工(gong)(gong)(gong)地(di)(di)(di),责令停(ting)止(zhi)施工(gong)(gong)(gong)并从重(zhong)处(chu)罚。(省住房(fang)城(cheng)乡建设厅牵头,省生(sheng)态环(huan)境(jing)厅参与(yu))
25.加强物料堆场扬尘监管。继续开展物料堆场排查整治工作,建立台账,实行清单化管理。严格落实煤炭、商品混凝土、粉煤灰等工业企业物料堆场防尘措施,配套建设收尘和密封物料仓库,建设围墙、喷淋、覆盖和围挡等防风抑尘措施。采用密闭输送设备作业的,必须在装卸处配备吸尘、喷淋等防尘设施,并保持防尘设施的正常使用,严禁露天装卸作业和物料干法作业。
(七)打好(hao)秋冬季污染治理硬仗。
26.开展关中地区秋(qiu)冬季攻坚行(xing)动。关中地区各(ge)市制订并实施重点区域秋(qiu)冬季大气污染综合治(zhi)理攻坚行(xing)动方案,聚(ju)焦重点领域,将攻坚目标、任务措施分解落实到行(xing)业、落实到企业,着力降低(di)PM25浓度和减少重污染天(tian)气。统筹调(diao)配全省(sheng)环境(jing)执法(fa)力量,实行(xing)异地交叉(cha)执法(fa)、驻地督办,确保各(ge)项措施落实到位(wei)。(省(sheng)生(sheng)态(tai)环境(jing)厅(ting)牵头,省(sheng)发(fa)展改革委(wei)、省(sheng)工(gong)业和信息(xi)化厅(ting)、省(sheng)财政厅(ting)、省(sheng)住房城乡(xiang)建设厅(ting)、省(sheng)交通运输厅(ting)等(deng)参与)
27.夯实应急减排措施。完善重污染天气应急预案,结合执法检查情况及时修订应急减排清单,细化应急减排措施并落实到企业各工艺环节,实施“一厂一策”清单化管理。在重污染天气预警期间,水泥粉磨站实施停产。在黄色及以上重污染天气预警期间,对钢铁、建材、焦化、有色、化工、矿山等涉及大宗物料运输的重点用车企业实施应急运输响应。(省生态(tai)环境厅牵头(tou),省工业和信(xin)息(xi)化厅、省公安(an)厅、省交通运输厅参与)
四、强(qiang)化(hua)7项保障措施
(一)加强组织(zhi)领导。各(ge)市、县、区(qu)要(yao)把打赢蓝天(tian)保卫战放在重要(yao)位置,政府主(zhu)要(yao)领导是本行政区(qu)域第一责(ze)任人。各(ge)地要(yao)加强组织(zhi)领导,制订(ding)具体实(shi)施方案,细(xi)化分(fen)解目(mu)标任务,科学安排指(zhi)标进(jin)度,防止脱离实(shi)际层层加码,确保各(ge)项工(gong)(gong)作有(you)力有(you)序完成(cheng)。省(sheng)(sheng)级各(ge)有(you)关部(bu)门要(yao)进(jin)一步细(xi)化分(fen)工(gong)(gong)任务,制订(ding)配套措施,落实(shi)“一岗双(shuang)责(ze)”。(省(sheng)(sheng)生态(tai)环境厅牵头(tou),省(sheng)(sheng)级各(ge)有(you)关部(bu)门参与)
(二)加(jia)大环境执(zhi)(zhi)法(fa)(fa)(fa)力度。按(an)(an)照大气污(wu)染(ran)季(ji)节特征,统筹(chou)安排大气污(wu)染(ran)防治(zhi)专项执(zhi)(zhi)法(fa)(fa)(fa)检查,在(zai)春季(ji)开(kai)(kai)展扬尘和工(gong)业无组(zu)织排放、夏(xia)季(ji)开(kai)(kai)展挥发性(xing)有机(ji)物(wu)污(wu)染(ran)治(zhi)理、夏(xia)秋季(ji)开(kai)(kai)展秸秆禁烧、秋季(ji)开(kai)(kai)展工(gong)业炉窑、冬防期开(kai)(kai)展以(yi)涉煤污(wu)染(ran)和重污(wu)染(ran)天气应急减(jian)排清单执(zhi)(zhi)行等(deng)为(wei)重点的专项执(zhi)(zhi)法(fa)(fa)(fa)工(gong)作,综(zong)合运用按(an)(an)日连(lian)续处罚、查封(feng)扣押、限(xian)产停产等(deng)手段依法(fa)(fa)(fa)从严处罚环境违法(fa)(fa)(fa)行为(wei)。强化(hua)持证排污(wu)管(guan)理,加(jia)强行政(zheng)执(zhi)(zhi)法(fa)(fa)(fa)与刑事(shi)司(si)法(fa)(fa)(fa)衔接,夯(hang)实排污(wu)者责任,促进自(zi)觉(jue)守法(fa)(fa)(fa)。(省生态(tai)环境厅(ting)牵(qian)头,省公安厅(ting)等(deng)参与)
(三)深入开(kai)(kai)展大(da)气污染专(zhuan)项(xiang)督察(cha)巡查。将大(da)气污染防(fang)治(zhi)作为省(sheng)级环(huan)境保(bao)护督察(cha)及其“回(hui)头看”的重(zhong)要内容,针(zhen)对重(zhong)点区域统筹安排(pai)专(zhuan)项(xiang)督察(cha)。建立排(pai)查、交办、核查、约谈、专(zhuan)项(xiang)督察(cha)“五步法”监管(guan)机(ji)制。对大(da)气污染防(fang)治(zhi)工作不(bu)力、重(zhong)点任务未按期完成(cheng)、重(zhong)污染天气频发(fa)、环(huan)境质量(liang)改善(shan)达不(bu)到进(jin)度要求甚至恶化(hua)的城(cheng)市,开(kai)(kai)展机(ji)动(dong)式、点穴式专(zhuan)项(xiang)督察(cha),强化(hua)督察(cha)问(wen)责。(省(sheng)生(sheng)态环(huan)境厅牵头)
(四)加强网格化(hua)环境(jing)监管(guan)。按照“属(shu)地(di)管(guan)理、分级负责(ze)(ze)、全面覆(fu)盖(gai)、责(ze)(ze)任(ren)到(dao)人”的原则,完(wan)善市、县、乡镇(街(jie)道)、村组(zu)(社区(qu))及(ji)特殊功能区(qu)域的“4+1”环境(jing)监管(guan)网格体(ti)系,加强网格员队伍(wu)建(jian)设。(省生态环境(jing)厅牵头,省实博手机综合登录社会保障厅参与)
(五)完善环(huan)境监(jian)(jian)(jian)(jian)测监(jian)(jian)(jian)(jian)控网络(luo)。关(guan)中(zhong)地区乡镇(街道(dao))按照国家标准(zhun)建设(she)环(huan)境空气质(zhi)量自动(dong)监(jian)(jian)(jian)(jian)测站(zhan),加密建设(she)县(市(shi)、区)空气自动(dong)站(zhan),建设(she)重点工业园区自动(dong)站(zhan)。关(guan)中(zhong)地区所有县(市(shi)、区)全面开(kai)展(zhan)降尘(chen)监(jian)(jian)(jian)(jian)测。关(guan)中(zhong)地区各市(shi)开(kai)展(zhan)颗(ke)粒(li)物组分手(shou)工监(jian)(jian)(jian)(jian)测和自动(dong)监(jian)(jian)(jian)(jian)测。(省生态环(huan)境厅牵头(tou))
强化(hua)(hua)重(zhong)(zhong)点(dian)污(wu)染源自(zi)动(dong)监控体(ti)系(xi)建设。按照《重(zhong)(zhong)点(dian)排(pai)污(wu)单(dan)位名录管理规(gui)定(ding)(试行)》,将(jiang)石(shi)油炼制加工、化(hua)(hua)工、煤化(hua)(hua)工、表面(mian)涂装、包装印刷业等挥(hui)发性(xing)有机物排(pai)放重(zhong)(zhong)点(dian)源,以(yi)及关(guan)中(zhong)地区排(pai)气(qi)口高(gao)度(du)超过(guo)45米的高(gao)架源纳入大(da)气(qi)环(huan)境重(zhong)(zhong)点(dian)排(pai)污(wu)单(dan)位名录。督导重(zhong)(zhong)点(dian)排(pai)污(wu)单(dan)位安装在线监测设施,并(bing)与生(sheng)态(tai)(tai)环(huan)境部门联网(wang)。(省(sheng)生(sheng)态(tai)(tai)环(huan)境厅牵头)
(六(liu))强化科(ke)(ke)技基(ji)础(chu)支(zhi)撑。汇聚跨部(bu)门科(ke)(ke)研资(zi)源,不断完善关中地区(qu)“一市一策”驻点(dian)跟踪研究(jiu)工作(zuo)机制(zhi),深入(ru)分析重污(wu)(wu)染(ran)天气污(wu)(wu)染(ran)成因(yin),开展污(wu)(wu)染(ran)物输送路(lu)径、重点(dian)行(xing)业(ye)(ye)与(yu)污(wu)(wu)染(ran)物排放管控、大气污(wu)(wu)染(ran)控制(zhi)、钢(gang)铁(tie)等行(xing)业(ye)(ye)超(chao)低排放改造、污(wu)(wu)染(ran)排放源头控制(zhi)、货物运(yun)输多式联运(yun)、内燃机及锅炉清洁燃烧、氨(an)排放与(yu)控制(zhi)等技术(shu)(shu)研究(jiu)。加强区(qu)域性臭(chou)氧(yang)形成机理(li)与(yu)控制(zhi)路(lu)径研究(jiu),深化VOCs全过(guo)程控制(zhi)及监管技术(shu)(shu)研发。(省科(ke)(ke)技厅牵头,省生态环境厅、省卫生健康(kang)委、省市场监管局(ju)、省气象(xiang)局(ju)等参与(yu))
(七)严(yan)格考核问责(ze)。将打赢蓝天保卫战目(mu)标(biao)任务(wu)纳入(ru)全省年度目(mu)标(biao)责(ze)任考核体系,对考核不(bu)合格的市,省生态(tai)环境厅报请省政(zheng)府(fu)公(gong)开约(yue)谈(tan)其政(zheng)府(fu)主要(yao)负责(ze)人,并实行区域环评限批,取(qu)消省级授予的有关生态(tai)文明荣誉称(cheng)号。对工作(zuo)不(bu)力、责(ze)任不(bu)实、污染严(yan)重、问题突出的地(di)(di)区,由上级生态(tai)环境部门公(gong)开约(yue)谈(tan)当地(di)(di)政(zheng)府(fu)主要(yao)负责(ze)人。(省生态(tai)环境厅牵头,省委组织部等参与)
